how much can i safely raise the front of my 95 tahoe by adjusting the torsion bar bolts?

about two inches. but they will probably squeek like hell and give a much stifer ride. and they tend to break when you do this. best to leave em'

Don't do it. If you want a lift do it right (suspension lift or body lift). If you crank the torsion bars up it will ride like crap, limit suspension travel, can mess up your alignment, and accelerate tire wear. Check out another post a few Weeks ago about the same question.
