i bought someone elses project truck and they had just replaced the head gaskets and to insure a good seal they put Bar'sleak stop leak in the radiator, it  looks like sludge and its been in there about a year, and the guy insists that its ok to leave in and wont effect the cooling system, it doesnt seem to leak so should i flush the system and put fresh fluids back in?

I would. Also there really is not need to run a 15 or 16 PSI cap. You can get by with less and it is a lot easier on cooling system to leak potential wise.
