I am wanting to mount a spare tire carrier on my 96 Tacoma. I don't want a prerunner bed mounted style. I was thinking of fabricating one my self. The design would bolt up to the bumper and be able to swing out so you could still use the tailgate. Does anyone know of a company that sells something similar at a reasonable price, or someone who can make it. I can weld but I don't have the tools to do it.  

The only one I have seen is in Performance Products, but it is an in-bed prerunner style like you do not want. I would say fab it yopurself if you get the chance, patent it, and mass produce it. Oh and let me buy ione at a dicounted price too. I will take a look and see if I can find one for you though.  

If I wasn't in the Army, had the time, money and tools, I'd be more than happy to mass produce and patent the style and give you one for FREE. The Army owns my time though.
