I just bought an early 80s toyota pickup with 39.5 gumbo tires with the 22r in it and its got a big cam on it not sure what size. will it be able to pull 14 pounds of vacum at 1,000 rpms?

Cannot say with knowing its duration and other work done to engine (heads and CR) You have bigger problems though than cam if you do not have some serious axle gears behind the engine (around 5.71 if they are Yota axles) as all the cam in the world is not going to fix that and can actually make it worse.

Vacuum gauges are inexpensive, just get one and measure it.
