518 transmission help

i have a 94 dodge ram 1500 4x4 and i am trying to figure out the problem with my truck i have changed the valve body and just replaced the torque converter and still it is sluggish and i was told that the transmission is starting out in second gear when i had the guy put the torque converter in that what he said that if i manually shift it into first it shifts find so what is my next step or what can i ask a garage
i had a guy test drive it when it is in park and start out it is in first then when i have to stop it go to second and not shifts back into to first again i was told it might be something like a shift switch/ governor can someone get me into the right direction i all ready have about 1,000 into it all ready

It may be something simple like your Tv cable. This is the cable that goes to the tranny and throttle body. It is adjustable. You may need keep trying to adjust it untill you get it right.

Do a shift solenoid test! there should be two of them they are located on valve body!
