If you are looking for max lower RPM torque, you do not want headers. As far as HO guess it is a hard call because  lot a variables like cam duration, CR, head type, fuel type/octane, timing curve, desired power range and so on.

i have read that long tube headers will improve your low to mid range power and tri-y's will give you awsome bottom end. but just a ballpark figure would you think it to be 300HP, 400HP or what? im guessing about 350 but im not sure.

At lower RPM's you do not want cylinder pressure to blow off too quickly because it extracts more work to apply to crankshaft. While logic suggests getting exhaust out quickly is good (and it is at higher RPMs) you do not want to get it out to quickly at lower RPM's. If you run a warmer cam and headers while you can gain some upper midrange and top end you low end will suffer more. It is knda a balancing act of sorts when seeking max power bandwidth and efficiency. As far as HP, 300 is not a problem even with a 8 to 1 CR motor with a little tweaking and while you will think that is not much as you can make that with a SB, you will make it at 1000 to 1500 RPM less than SB and therefore make power that is more usable off road or towing.

thats why i would go with just a mild lower lift cam or a "RV cam". along with a low rise dual plane intake and step up the ignition system a little bit. but thats what i do love abput BC's is the monster bottom end.

Only cam I would use/try would be a Competion Cams XR258HR or XR264HR. Nice thing about a BB is that you do not have to wind them up to make power.
