What type of vehicle?

Regardless to shift to 4-Low you need to come to a complete stop. Put the transmission in neutral, then shift to 4-Low. Depending on the t-case and the conditions you are driving in (IE is it bound up at all) this could take a little force. But still, the key is, complete stop, neutral, then shift.
