I have a 2003 ram 2wd and I want to convert it into a 4wd.  What do I have to do and what would be the cost?

The cost depends on how you want to do it. I have a 93 dakota that was 2wd. I did a 4wd, I swaped frames and engine ect. So now I have 4wd. For me $1,000. I did all the work. Now I would suggest finding a wrecked truck exactly the same as yours and swap over cab and bed and everything. OR you can do bits and pices of others like add a front diff transfer case transmission driveshafts. The list goes on. Or just suck it up and buy a 4wd.

It will cost you less to sell it and buy a 4x4 the same year.
