Wait what?
First, Cherokee's have a straight axle from the factory. There is no other way to get a Cherokee. If it's 2wd it has a beam, and an axle can be bolted in its place.
Second, 35's on a Cherokee? You're going to either need 10" of lift or to cut out the fenders pretty well. 33's rub bad on Cherokee's with 6" of lift.
Last, the only way to know what a shop would charge you is to ask, labor rates very from shop to shop.

Um... how do I put this mildy... There was NEVER an IFS Cherokee. Ever. Ever. (In the USA that is)
Where are you finding a lift kit for an IFS Cherokee?
I guess I should ask, are you in the USA? I ask because overseas the Liberty, (KJ/KK) which is IFS/Multi-Link solid rear, is sold under the Cherokee name.
The only Jeeps sold with IFS are the Commander, Liberty, Compass, Patriot, and the WJ Grand Cherokee.
So the only Cherokee to ever be IFS is the 2005-2010 Grand Cherokee, WK. The XJ, ZJ, and WJ are all solid axle only. And for further trivia if the 2011 Grand makes it to market it will be the first Jeep 'Cherokee' with IRS.
Sorry to rain on your parade, but there was never an IFS XJ built in America.

Told you. lol
What's your budget? With that Jeep you can do anything from a 2" spacer and 30's to a 6" long arm kit and 33's, to cutting fenders and running 35's. But it all depends on budget.

By no budget do you mean unlimited, or you don't know?
If you can afford it I would go with a nice 6" long arm kit in the front and a set of Deaver leaf springs for the rear. Then add a set of 33/12.5" BFG's and have fun.
