I'm building my 1999 Dodge Dakota [5.2 v8, 4x4] up to be a dual purpose truck and I need some help finding a set of wheels (since no one makes any for my bolt pattern) and a 3 or 4 inch suspension lift (since they only make 5 inch lifts for her). Can anyone give me a hand?

look at Rancho suspension you should be able to find a 3 inch lift for her and you can also get wheels you may be able to find a set of 15 inch wheels with your bolt pattern on craigslist or even jcwhitney.com
