I want a small suv for the dunes, it'll be my new daily, and i also might try out some trails. Should I get a cherokee, wrangler, or blazer? My budget is probably under 3 grand for the truck and under 1500 for upgrades. This will be my first 4X4 so please bear with me on any stupid questions.

I would look for a Grand Cherokee, a ZJ should be in your price range. This would be a nice DD and weekend toy.

For dunes I would probably look at a Ford Ranger pickup with the Twin-Beam frontend. This should have much greater speed and maneuverability in the dunes than with the solid axle suspension on the jeep. If it must be a SUV, then maybe look at the Bronco II. About the size & weight of the Wrangler, but should be able to better handle some good dune jumps. The 4.0L V6 engine/trans/xfer from a '90-'94 Ranger or Explorer is pretty much a direct plug & play swap into a '89 or '90 Bronco II.
BIIs generally can be had for dirt cheap, which should leave quite a bit left over to put toward your mods (suspension/shocks/engine/etc.).

Eh... TTB isn't great. And if he wants a new daily driver out of it too I still vote Grand.

Well, if he wants something to blast through the dunes with, and has only 3 grand to spend, he's not gonna get much of anything worthwhile in an A-arm suspension for that price (which has to include the vehicle itself). And solid axles have a lot of unsprung weight to handle well, although they still can be made to work relatively decent. A D30 Jeep frontend's going to need a lot of beefing up though to sustain the landings.

I'd go with an older Toyota with an IFS set up. The first gen Taco's came with a nice coilover set up from the factory. throw in Toyota's legendary reliability and an abundance of aftermarket parts and it's a no-brainer. If you're married to the SUV concept, go with a late 4 Runner.
Another option would be Izuzu. Both the Rodeo and last gen troope came with a healthy V6, are relatively light weight, and came with a dic brake equipped Dana 44 in the rear along with IFS.
