toyota 22re engine has presure build up in the valve cover

i have a 1984 toyota pickup that keeps building pressure in the valve cover and some times it will blow oil out of the top is the pressure normal if not what would case the problem any help will be greatly be appreciated

Replace your PCV valve.

what is the compression on the cylinders. do you think it might need rings

That could be the cause of the excessive pressure, yes. If it's building up though then the crankcase isn't venting correctly thus causing the PCV to be suspect.
