I have a 94 toy 4wd pickup, auto hubs, and its actuator is vacuum assisted. the actuator went out. for a temp. until i swap it solid, weld the gear to lock it into 4wd inside bad idea? SAS coming in february.

You sure it's the actuator and not one of the VSV's or rlays tha control the actuator? The actuator is part of Toyota's ADD system, which does not use "auto hubs"

my 95 4 runner stopped actuating the front diff on the fly so i just ran a new vaccuum line from the diff to the intake plenum.  then run a T fitting off of an existing vaccuum line on the passenger side of the plenum.  this negates all of the electrical BS that goes wrong.  just make sure the new vaccuum line gets tucked away safe.  mine once got caught up in the fan in the middle of a trail.  easy fix
