I have a 1997 Ford Eplorer XLT control trac 4WD. I want to put 31" tires on it and what would be the best way to lift it. lift kit or a Body lift. I will have more questions. thank you.

Body lift is cheaper... A suspension lift would give you better clearance under the frame. Either one would let you fit 31" tires (infact, 31s should fit stock no lift, though clearance may be tight).
